It is true that bicycle wheel lights are not high on the list of priorities of the road users, but they play an important role in the safety of the road users. If you see a biker ahead of you, and you can’t see him because of the lighting in his eyes, he is in danger of being hit because it is possible for him to lose his eyesight in that situation. Low visibility due to poor lighting is one of the most common reasons for accidents among road users, and even among pedestrians as well.
